1987 "Montreal Protocol on Substances that Deplete the Ozone Layer" adopted. " Unit 1 of Onagawa Nuclear Power Station commences commercial operation.

1994 "United Nations Framework Convention on Climate Change" takes effect. " Heat supply service in the Sendai-Izumi-chuo district started.
